JOB PURPOSE
Execute and coordinate end-to-end Procurement, Subcontracts, and / or Asset & Operations Procurement activities for assigned scopes, ensuring project requirements are delivered on time, within budget, and in compliance with governance standards. The role supports Lead Buyers / Managers in sourcing strategy implementation, conducts supplier engagement, and manages post-award activities — applicable across assigned discipline(s).
WORK SCOPE :
- Sourcing Execution - Carry out sourcing activities from RFQ to award, ensuring compliance with approved strategies and governance processes.
- Business Requirement Management - Work with stakeholders to confirm and clarify specifications or scopes, raising queries to resolve gaps.
- Market & Vendor Intelligence - Gather and update market information, supplier capability data, and cost benchmarks to support sourcing decisions.
- Tender & RFQ Management - Prepare and issue RFQs / ITBs, coordinate bid clarifications, and perform evaluations in line technical (QHSE, Finance including technical requirement) and commercial criteria.
- Contract / PO Management (Post-Award) - Manage day-to-day execution, including expediting, monitoring Progress, updating VOWD, and ensuring documentation closure.
- Vendor Performance Management -Track supplier / subcontractor performance, report non-conformance, and follow-up on corrective actions
- Governance & Compliance - Adhere to COBC, ABC, P2P, and corporate governance requirements, ensuring readiness for audits.
- Quality Control - Ensure that procurement / subcontract processes, documents, and outputs meet quality and compliance requirement standards before submission for approval
- QHSE in Tendering & Contracting - Support QHSE adherence in all sourcing and contract execution activities.
- Performance & Talent Development — Identify performance / development gaps and develop Individual Development Plan. Implement agreed learning and development needs.
QUALIFICATIONS / CERTIFICATIONS :
Bachelor's Degree or Diploma in Supply Chain, Engineering, Quantity Surveying, Business Administration, or related field.Professional certifications (e.g., CIPS, ISM)Knowledge of SAP MM, contract law, incoterms, and procurement / subcontracting processes. Familiarity with BIMCO or equivalent contract forms (for relevant scopes).
